The width and height stay the same. JPG has no transparency, so transparent areas become white, which is what forms expect for signatures and photos. The JPG is usually much smaller than the PNG.
If your form has a KB limit, set it and the JPG is compressed to fit. Otherwise the image is saved at high quality.
Many government portals only accept JPG or JPEG files for photos and signatures. Converting fixes that; the picture looks the same.
